No, there isn't a way to delete your own account currently. Only admins can delete accounts.

On phpbb, messages being in the outbox just mean that the recipient hasn't read it yet; the message has been sent. Up until they open the message, you can edit it or delete it (that's the point of the outbox). Don't worry - you're not seeing a bug.
